This display is to attract tourists to a store on a small side street. I suspect it is a take-off on one of Skagway's illustrious villains, Soapy Smith. He oversaw a gang of murderers, robbers, cheaters, and thieves, and was finally shot down in a duel with the town surveyor, Frank Reid, who also died.
