It is best to avoid surprises like these when out hiking. The person in this picture is a park ranger, and he is actually trying to move the bear away from the cabins. Like many of the pictures on this page, this was taken with a 300mm telephoto lens, so the bear (and the ranger) are actually much further away than they appear.
