These are touts (vendors). They are the Indian equivalents of telemarketers. They are very annoying. They will never take no for an answer. They will cut you off, get in your way, and grab you. If you buy something, that will attract about thirty more. And the one you bought from will try even harder to sell you more. This picture is taken from a car door that I have been trying for some time to close.
