The symbol that is seen in this building facade is seen frequently in India. For many of us from America and Europe, it is an offensive appearing symbol, reminiscent of the Nazi era of WWII. Here it seems especially interesting, since this is also a very popular town for Israeli Jews. However, it is a religious symbol, and I believe means peace and tranquility (or something like that). It has meant that for centuries, and was stolen and used by the Nazis. In fact, I have seen the symbol on temples throughout Asia, and in ancient sites in places like Peru, and even in the Anasazi ruins of the American southwest. It appears to have had a similar meaning in all those places.
