This submarine repair base is a big factor in the local economy. It is also currently threatened in the next round of base closures. Even its location is controversial, as it is on an island in the Piscataqua River and some feel the border is on the other side of the island, making it part of New Hampshire. This is important to a lot of the people working on base, as Maine has a hefty income tax and New Hampshire does not have one, so many New Hampshirites have to pay the Maine tax.
